There are a couple of things that don't seem right here.
1 )Why would the Windows Firewall GUI report that everything is turned off,
but netsh advfirewall show allprofile
would say they are on?
2)If this was a firewall thing it would be a constant. The firewall doesn't
just turn off unless someone turns it off and in which case upon a restart
it wouldn't reset. I'm the only one that goes on this server so an issue
with the firewall would seem very unlikely

If the server was doing random things I could possibly see that item having
issues, but all this server does it run a single app and no one but me even
connects to it. So the randomness of it would swing me away from a setting
issue, since if was a block it would always block and if it was set to block
a restart wouldn't fix it.

I understand that. I was just trying to eliminate variables. I can
understand being reluctant to post an ipconfig /all, as well.

The only other thing I can think of is, and I can't remember if this was
discussed, and the thread is pretty long to go through each post, to disable
RSS, TOE (if an option on the NIC), and IPv6.

I assume you've updated the NIC drivers, too.

Thinking back, I remember a similar issue with a sWindow 2008 Ent server in
the past. A reinstall did the trick.

Otherwise, if none of the old suggestions, or my latest suggestions work,
IMHO, I honestly suggest at this point to contact Microsoft PSS.

I've updated the nic drivers + firmware. Replaced the motherboard yesterday
as well.
