Other than winrar - with hits 40day limitation, is there a free utility
that can create rar files for Windows 7?
I'm hoping for a GUI, but I need the ability to create rars to split a
file into 5MB blocks.

Any reason that you need rar to split files into 5 MB chunks? You can do
this easily with any decent zip or archival program.

Investigate IZarc <http://www.izarc.org> and 7Zip <http://www.7-zip.org>

I never found one.
A lot of freebies can handle .rar archives to extract files, but I've
never been able to find free one to create them.

If you're looking for freeware you might want to try 7-zip (7-zip.org), and 7-zip SFX Maker
(http://teejee2008.wordpress.com/7-zip-sfx-maker/). 7-zip will only uncompress RAR files (since the compression
algorithm is proprietary) plus ARJ, CAB, CHM, CPIO, DEB, DMG, HFS, ISO, LZH, LZMA, MSI, NSIS, RAR, RPM, UDF, WIM, XAR
and Z., and pack/unpack 7z, ZIP, GZIP, BZIP2 and TAR. The 7-zip compression format is supposed to be superior to many
other formats.
