I am using Windows 7 x64, with the screen resolution set to 1920x1080 (maximum allowed) and the text size set to 100% (minimum allowed). I can find no option to change the size of the icons except when the text size is increased, which is the wrong direction.

I'm not sure if this can be done any other way, so if you don't have a mouse wheel I'm not sure how you would do this.
