I don't use this particular Paragon backup so I couldn't say. I use
Paragon Drive Backup 9 that was offered for free some time back. I'd
think one could make the bootable USB and then burn it to a bootable
CD if needed.

Yes, it makes either a cd, dvd or flash drive.
