That has changed. The ones I buy are available from stock at Mouser and the programming cable is $150 US. In fact, the part I am using the the lowest cost FPGA I can find in a 100 TQFP. It is a flash based XP3C device. The software works as well as anyone's and it is getting the job done. Other than the fact that this footprint has no upward compatible path I have no complaints.
