Is there a way to to stop Mail 4.2 from trying to send a message when it
obviously cannot use some server and keeps trying, a way to stop the
spinning immediately without force quitting program and deleting from
outbox?

Can you cancel from Mail's activity window?

I usually get a prompt saying the server isn't available automatically,
though.

Me too. Can you cancel before that message comes up? My Mail is a
real grunt and tries for a long time before giving up! I am
trying to sort out by hand all my settings but it is so boring I
keep giving up.
