It's really quite simple.
The fusion process in stars produces neutrinos,
and these impact on galactic black hole centers.
This provides gravity a la LeSage for galaxies
and galaxy clusters. The speed limit for galactic
centers is c, or close enough- the speed of neutrinos.

An identical, but much smaller
fusion process is ongoing within electrons. It
produces something identical to but much smaller
than neutrinos, that one might equally-well name
'graviton' or 'magneton'. These impact on
*atomic* centers, and provide gravity a la LeSage
for the matter surrounding galactic centers:
the suns and planets and jets of high energy
materials exitting those centers- and us.
The speed limit for these gravitons is
much higher than c. Probably around 30 times c.

So the galactic centers have a set speed limit
much slower than the materials surrounding
them, which may well resemble a rapidly-flapping
flag around a flagpole at times. Cool.

The two gravities are the force itself and motion gravity. Motion
gravity is when energy changes speed in space. Weight in the opposite
direction is created. This is the second gravity or speed change
gravity. Try it out in an elevator or a car.
