Sure you can in 2007 - I ran the Baseline Work Report, which dropped the
right fields into an Excel PivotTable. I then modified the table by adding
the Resources to the Rows, and the Time element to the Columns. I then removed
the subtotals which seemed to be cluttering up the PivotTable.

That gives me something which looks (to me at least) very close to your example
below. Save it as a template, and you're off to the races.
