I though I'd try one more restore (from a Ghost 12 image) and this time I noticed a setting that said something like 'restore trust'. I unchecked this option and restored and everything then worked as advertised. No idea why the problem happened, what it meant or how to resolve it, but the third Ghost restore got the laptop going again.
