When I change the Time Scale to 30 minutes, every time I open and close
Outlook it reverts back to the 60 minutes. Why doesn't it stay the same until
I change it again?

That's a sign that something is keeping Outlook open even when you think it's
closed. Stop Outlook and open Task Manager (Ctrl+Shift+Esc). Examine the
Processes tab to see if OUTLOOK.EXE appears there. If you find it there, see
this: http://www.howto-outlook.com/faq/outlookdoesntclose.htm
