It is the same C speed but in gravity's slower time rate thus it has a contracted metric and slow light and slow motion of matter. The flow is taken away but it becomes mass because less gravity gives back mass that is reduced by the slower time. Fastest timerate gives fundamental mass standard for matter. Slow time takes mass and turns it into kinetic energy of fall and is therefor conserved. Space flow transfers to mass causing it to enter slower time rate of which are balanced in energy.
