From your post, I understand that you would like to know if we need to
remove SP2 before installing the transition pack.

Yes, we need to remove SP2 first.

We only have transition packs for SBS 2003 SP1 and SBS 2003 R2. We don't
support to install transition pack for SBS 2003 SP2.

If Windows Server 2003 SP2 is already installed, we need to remove it until
after the upgrade is complete or the migration is complete.

Otherwise it may cause many problems.

upgrade to the full retail version of Windows Small Business Server 2003 or
before you migrate to Windows Server 2003
