All I can say is try Linux (Ubuntu may be quickest), a computer with a
different chipset, or uninstall all mice-like devices in the Device
Manager (enable Show All) and reboot. I wouldn't be surprised if your
problem is related to pull-up resistors in the mice or USB ports

I've had no problems using XP32 (Home, Pro) with my $20/dozen USB and
Logitech PS/2-USB mice. The $20/12 mice light up merely from the 5V,
but the Logitechs stay dark until Windows installs them.
