Maybe, maybe not. If you can't hook up a tape player to your computer and
record to the computer as the tape plays, you need a capture card.

You'll also need software to capture but that should come with the card.
Windows Movie Maker should work too.

You'll also need software such as DVD Flick to convert the captured file(s)
to DVD.
