Ok, so I am on a SBS 2003 Server SP2 and this has been an issue since before
SP1 on this server.
When attempting a backup of anything it instantly fails and throws this error:

Volume shadow copy creation: Attempt 1.
Error returned while creating the volume shadow copy:0x8000ffff.

Also if I go a VSSADMIN list writers I get
C:\Documents and Settings\Administrator>vssadmin list shadows
vssadmin 1.1 - Volume Shadow Copy Service administrative command-line tool

Error: Unexpected failure: Catastrophic failure

Also if I look at the properties of any drive and go to the shadow copy tab
I see no options but a message:
0x8000ffff Catastrophic failure

Just a quick start here. I think the rollup is cumulative, but if it
doesn't work you could search "shadow copy" at www.microsoft.com/downloads.
