Yeah, I ran DCDIAG /v /c /e, one problem is some old Latency information
from Win2K DC (don't know how to remove them), and the other one is IsmServ
Service stopped (don't know what's IsmServ). Thanks.

Latency information for 9 entries in the vector were ignored.
9 were retired Invocations. 0 were either: read-only
replicas and are not verifiably latent, or dc's no longer replicating this
nc. 0 had no latency information (Win2K DC).

Yeah, solved IsmServ Servcie, which is Microsoft Server Intersite Messaging
(Intersite Messaging Service). I applied SCW that alway wanna disable Index
Service and Intersite Messaging Server.

Now that the ISM is working, wait for the KCCs to run (15 minutes) and then
run REPLMON and force replication (push and cross site boundaries). Is
replication occurring or are you getting an error?

If an error, what are the Directory Services event logs saying?
