It's not the opening of Safari that took the time, but getting into the
network.

The network icon in the Win7 tray had that little circle spinning around
for way too long.

I guess that's the problem then. Either upgrade to 4 GB or roll back to
XP. 8 GB costs almost $500 but 4 GB can be had for a bit over $100.

btw, I am running the 32-bit version of Win 7.
