Each 'black hole' is a region of extreme spin.
The space that used to be within the black hole
is given the spin and repelled to its
periphery. This is our matter. It is in
fact a froth off mini-black holes whirling around
the central one.

In order to spin it would need to have a changing size in radius. Like
the ice skater pulling in her arms.
