It's probably buried in an obscure RFC somewhere. Nevertheless, this point has been mentioned here numerous times by others. It's also standard behavior for Usenet reader apps to keep links intact and free of internal word-wrap returns if enclosed in angle brackets, so someone thinks it's a standard.
