For some reason, the logic of which escapes me, Apple did not incorporate ToDo lists in the iOS versions of iCal. So, to get that functionnality you need a 3rd party app. I make use of CalDav, so I've found that eTask works well for me: http://itunes.apple.com/us/app/etask/id316516875?mt=8
