So how do I do that on an iPod Touch?

Start mobile Safari or dTunes, download my MP3 and then?

I want to do that entirely on the iPod Touch.
Without my Mac or any other PC I have at hands.

I could PROBABLY command my Mac via VNC, download those files to it,
THEN add them to the Mac's iTunes library and THEN try WiFi Sync from
the Cydia store to sync the files to my iPod Touch via the internet.
Which would be difficult to do since I's have to use the WiFi Sync iPod
app and the Mac app (via VNC on the very same iPod) at the same time.

I've never looked into it - because given there's money involved, it's
sure to be completely tied up with encryption and auth tokens.
