If you download the Debian kernel package, it supposedly contains the configuration file used to build Debian, although, I am sure the file did not match the build 100% when I tried it, but nevertheless ... that is what documentation told me. (It was about 18 months ago, when I last tested this, so maybe it really does now match.)
