I've found 2 ways:

one is the Quick-Access widget which can be set to handle a folder. It
acts somewhat like a kickoff-style menu, one page at a time.

the other is to drag a folder to the panel and select either as
folder-view or just icon.

The problem is that neither of the above gives the nice classic menu
TREE that you could get with kde-3.5's Quick-Browser.
