The article you refer to says this:
==================
Hotfix information
A supported hotfix is now available from Microsoft, but it is only intended
to correct the problem that this article describes. Apply it only to systems
that are experiencing this specific problem.

To resolve this problem, contact Microsoft Product Support Services to
obtain the hotfix.
==================
It does not say "Ask a newsgroup to obtain the hotfix" - it says "contact
Microsoft".

Perhaps some other respondent has this hot fix but I doubt it.
You really need to get in touch with Microsoft.
