Even after reading this several times I don't get what
the "No, no and no" refers to. Isn't your ordering:

_exactly_ the same as what Scot said to do:

Yes, but you removed the important part. He said with WITH_BUNDLED_PCRE.
This is wrong. WITH_BUDLED_PCRE is only a workaround for people using
mod_php on apache 2.0.
