They use the SRPMs of the RH patches, but they still have to rebuild and
release their own patches themselves. CentOS is fairly good about this;
I have no experience with SL, so I can't speak to them.

One other factor one might wish to look at is how active the various
mailing lists are. Do the distro developers respond quickly to actual
bugs in the distro? Is there an otherwise active user community on the
mailing lists? Are the responders on the lists giving useful and
correct advice?
