I do not want the users to edit mails , plz suggest me how to disable this 'edit message' option on either user level or on the server. Also i dont want to use the windows right management as this would only help the inernal senders but how can the mails received from external parties be also gaurded from being edited by users. Plz hepl.

When a user FORWARDS or REPLIES to a message, [ALL] email programs, regardless of company, simply take the text of the existing message and place it into the body of a new message. There may be 3rd party solutions out there, but there's nothing that you can do with the functionality inherent in Outlook or other email programs. I don't believe it's possible to prevent this.
