Still have 3 partitions showing for the drive. 2 labeled 'RAW,' and one (the just deleted drive) labeled 'Free Space.' Now, what is step 2?

You need to adequately explain what is your goal. If there is nothing of value on the USB HD and you want one partition - simply reformat.
