I was able to use this strategy as well.

First, I restored my Mac Mini from backup media. That got me back to
10.6.2 and all my user data.

Next, I installed Snow Leopard from original DVD. This constitutes an
operating system downgrade. But all my userdata was preserved, as far
as I can tell.

Finally, I downloaded the big 10.6.3 "combo" update from Apple and
executed it locally. It worked! This brought me all the way to 10.6.3.

I am disappointed that Apple did not provide any guidance regarding this
issue. Fortunately, some smart people with names like Martin and Frost
found a solution on their own. Yay!
