The facts are,(I believe): You are trying to update a .Net framework, but the .net framework is tied up by some as yet unknown process which will not release it to allow the update.

Actually, it doesn't matter a whole hell of a lot. Other updates apparently install correctly around the two that are screwed up so I can just ignore the yellow shield after other proper updates are installed.
