Try This: *Traffic Shaper Xp*
http://bandwidthcontroller.com/trafficShaperXp.html

Other possibility:
*Squid* using "delay pool"
http://www.squid-cache.org/Intro/
http://www.visolve.com/squid/squid30/delaypools.php

NOTE: FYI, never used by my side, but they look promising. Hope this
helps

A: Because it disturbs the logical flow of the message.
Q: Why is top posting frowned upon?
R: Perche' disturba il flusso logico della lettura
D: Perche' "postare sopra" e' tanto fastidioso?

If u r interested only in http traffic there is nice program Bandwidth
speed balancer. Last stable is v1.6x (beta 1.7x). It's free and abandon.
It works as http proxy and u can balance all ip in your lan and their
traffic also on http. You can put it on startup on your "server".
