I've never found CD label printing software that I like. I use Quark
Express. A freeware to do the same would be Scribus. Some people use Word
or OO. There's an OO template out there somewhere, but if it's simple just
print it to normal paper, and hold it up to the light with the label, and
adjust as necessary.

Should come with a health warning, "Can seriously damage your CD"

However, maybe OpenOffice + a template. Depends on the page layout.

I would cut your losses and throw them away.
I purchased several packs of such labels and found that they
occasionally separate from the CD and I have had to dismantle two
machines to get the blasted things out.
I learned my lesson and bought a printer for inkjet printable CDs.
