That it is a cell phone that happens to takes pictures. So technically speaking it has a
camera option. However you wouldn't classify it as a camera. It would be classified as a
cell phone.

No, the point is he has to go through the Camera's menu and choose how the naming
algorithm is performed and he should contact the manufacturer. Presumably, Canon.

My Canon dSLR has such menu item.

If the file was on the memory card the camera would behave differently
according to the card used.Cameras are designed to use multiple cards at
a time.Numbering functions are controlled in the camera firmware.

No he can't, because the memory card doesn't contain any such file. The
frame numbering is held inside the camera not on a file on a memory card.
