You own a batter operated clock. When the battery operated clock you
own begins to tick slower has time changed or do you replace the
batteries?

You replace the batteries because you understand what occurs
physically in nature to cause the battery operated clock to tick
slower.

Just because most people are too ignorant to understand the physical
process behind what causes an atomic clock to tick at the rate it
does, does not mean time has changed.

Can't two separate stationary observers, observe a 3rd moving object,
and both believe that in reference to the moving frame, each would say
that his clock is faster than the moving event. So I would say that
it is time to replace the batteries.

If we are discussing clocks moving relative to one another then that
is different. The faster a clock moves through the dark matter the
more dark matter the clock displaces the more dark matter there is
'displacing back'. The faster a clock moves through dark matter the
greater the pressure exerted by the dark matter towards and throughout
the clock, the slower the clock ticks.

In other words, in reference to the dilated, moving event- as seen by
more than one stationary observer- wouldn't two or more stationary
observers "see" the moving event as equally slowed down?

It all depends on the state of the dark matter. If the 'stationary'
observers are more at rest with respect to the dark matter then the
moving observer, then yes, both observers see the moving observers
clock as ticking slower. Likewise, the moving observer sees the
'stationary' observers clocks as ticking faster.

Everything is with respect to the state of the dark matter.

Again, let's use water as an analogy for dark matter. You have a clock
with the second hand exposed and the rate it ticks is based upon the
amount of water it interacts with. The more water the second hand has
to interact with the slower it ticks. Three Observers, standing
together, each hold a clock in a stream of moving water. One observer
walks upstream against the flow of water. This clock ticks the
slowest. One observer walks downstream. This clock ticks the fastest.
The third observer does not move and this clock ticks faster than the
clock walked upstream and slower than the clock walked downstream.
