Under the Windows menu, select Show Filters List. When the Filters List
window is frontmost, that allows you to import XML filters files with
the option to add to or replace existing filters.

(From the On Line Manual under the Help menu.)

mmm... OK... so if my new Macbook and my old Tiger G4 are
networked with an ethernet cable, at least I can import the
filters to the Macbook, presumably. What about the accounts,
password, users, is all this simple without having to type up the
stuff for the Snow Leopard Macbook?

Why don't you just use Migration Assistant to copy your entire account?
