No, he wanted the Safari Downloads window - he just wasn't aware that it
was specific to Safari.

If you're referring to the Downloads window in Safari, there is an easy
way for it to come to the front.

In Safari, under the "View" menu, go to "Customize toolbar..."

There is an icon there for the downloads window. I dragged it to the
extreme right of my Safari window, to the right of the search bar.

Then just click it whenever you need it.

In Safari 3.1.2 I am not seeing this, but then I am on my first
morning cup of tea, and hardly warmed up. But 'Option Command L'
will do me fine thanks.

In Safari:

alt-command-l or option-command-l, whichever you prefer to call it.

(my keyboard says "alt")

But there's nothing to stop you setting this up manually in previous
versions. I've been running that way as far back as 10.3, if not back to
when Safari first appeared.
