I just tested, and when I chose "Actual Size" the image was sent as-is
with no recompression. I checked the MD5 hashes and the file I received
was identical to the one I sent.

If you change the image size Mail will have to recompress the image.

Yes 'actual size' appears to be the only one that sends what you expect.
I used to use Entourage in iPhoto I chose Large say it was 400KB estimated
size, then when sent it was actually only about 150KB so it was being
compressed further somewhere. Then I sent one via Mail which should have
been 637 KB and when sent it looks like it went at 469 KB.
