Probably a poor NNTP implementation. My guess is that there are gaps in the article numbers, performing a "catchup" might tell your client to stop looking in those gaps for older articles to appear.

I see this in a couple of "forums" every so often. I resolve this in Agent by using Sample headers and bring down the last 300 headers. There are maybe 30 new messages at the time.
