The Three dongle on £15 for 5Gb per month rolling contract appears to
charge for sending texts. Receiving appears to be free.

CJB.

Other than premium services, when is receiving a text message not free
with a UK sim?

Is that a trick question? :)

IIRC Orange charges customers for receiving delivery reports. Does
that count?

Yes, think it is 10p for sending. Incoming are, I think, screened (shown
if a number is already in the contacts list, they may be prompted if not).

I'm getting 15 GB for 7.50/month though. Bought a PAYG Three SIM
and that is a different kettle of fish - trying to register with Three (the
user has to submit their phone number and last 6 digits off SIM) is
giving a problem because their text messages to tell me the password
are showing up in Chinese with dates of 2000-10-04 and random times.

The PAYG SIM is displaying incoming texts from both unknown (in the
contacts list) and known numbers. Will test the contract SIM later.
