Can you do a traceroute to ftp.skynet.be ? You'll want to use a TCP
traceroute as wou won't get a response to a normal UDP traceroute.

sudo /usr/sbin/traceroute -T -p 80 ftp.skynet.be

will do the job.

Same mirror I'm using, and I don't have any issues refreshing it.

However, I prefer to use zypper and don't use the updater applet so
can't say what PackageKit would do in the same situation. Have you
tried updating the repo using zypper? Using:

zypper -v ref

will do the update and give you verbose output as it's doing so.
