Before you add your newly acquired licenses to your W2K3 Terminal Server, in
Terminal Server Licensing, right-click your licensing server and select
Properties. In the installation method box, select "Web Browser" instead of
"Automatic Connection" and click OK.

Then right-click again and select "Install Licenses". This way you will be
able to downgrade W2K8 RDS CALs to W2K3 TSCALs.
