Try deleting the Finder .plist. I have seen that kick the Time Machine
display back into action.

It's a volume on an external Firewire drive, nothing special.

Remember, this only happens in one account, other accounts can get into
Time Machine just fine. And I haven't gotten any errors during backups.

I was able to recover the file I wanted by going into the TM volume
itself using normal Finder operations, and simply copying the file.

So I renamed the com.apple.finder.plist, relaunched Finder, and then
Time Machine worked properly. Then I copied the saved plist file back
and relaunched Finder, and it still worked properly.

I have a feeling it was just the Finder relaunch that did it, nothing to
do with the plist file.
