Thanks for your update.

From the Event 104 and Event 100 error message, you can see the cause is that "The pre-upgrade scan tool has not yet been run successfully". This issue occurs if you do not run the pre-upgrade scan
tool (Prescan.exe) before you run the "SharePoint Products and Technologies Configuration Wizard." You must run the pre-upgrade scan tool before you can create a new configuration database or
before connect to an existing configuration database.

So please make sure you run pre-upgrade scan tool (Prescan.exe) from c:\Program Files\Common Files\Microsoft Shared\\Web Server Extensions\12\Bin and run the
following commands before you run the "SharePoint Products and Technologies Configuration Wizard." Please follow KB938216 to do so.

Error message when you run the "SharePoint Products and Technologies Configuration Wizard" when you upgrade to Windows SharePoint Services 3.0: "Failed to initialize SharePoint Product and
Technologies upgrade"
