How about adapting a static electric generator such as a Wimshurst
so that generator goes around and throws a spark to two electrodes
that are rapidly spinning around in a circle. So we have lightwaves
spinning at a high speed, much like a stroboscope.

So can we witness a Doppler Effect on the light waves? I think most
people would anticipate no change in color of light, no redshift nor
any blueshift.
