Thanks for your update.

So if you use RDP from the Windows 7 client to connect to the SBS server , the key sequence works fine there, is that right? What do you mean by "not the workstations." ? Can't
you RDP from Windows 7 client to connect to other workstations? Are they RDP enabled?

Also, besides the RDP test, please try using Full Screen mode after the remote session connected via RWW and see if key sequnce works when you switch to Full Screen
mode.
