It's a scam, you could never get a display that size in a $35 computer.
Without the display it's possible, you could probably build something
that's capable of running a Puppy style Linux for a few bucks, all you
would need is a single chip processor, 256M of RAM and 2G of flash.

I'm not sure if it is impossible to put together a computer for 35 dollars. On the other hand, a
product's price is defined on the basis of how much money the seller can rip off of the potential
clients, not the manufacturing price.

It appears to be a government project, which means that it could very well be heavily subsidized.
