sign up as a developer (free) if you haven't already and download it. i
don't know how far back they go, but they should have it for 10.4.

Xcode 2.5 is still available for download at Apple's developer site.

Go to <URL:http://developer.apple.com/programs/register/> to register as
a developer, which is free.

Once you've done that, you can log in at <URL:http://connect.apple.com>,
select the "Developer Tools" category, and scroll down to find XCode
2.5.

XCode 2.5 is the last version which runs on Mac OS X 10.4.11.
