No, it requires exactly the same licence you already need to run any other
freeware on Windows.

And most of the requests for freeware seem to be for freeware to run on
some variety of Windows.

Do the other freewares check your windows license ?
Personally I use f-prot and clamav. Neither check any windows
(nonfree) licence to work.
