The preservation of personal liberty requires that the government be a little afraid of its people. As the founders of the United States wrote in their Declaration of Independence, governments derive "their just powers from the consent of the governed". The "consent" of an unarmed citizenry is seldom in question. On the other hand, a society in which everyone is armed tends toward total anarchy. The trick is to find a suitable "middle ground" in which enough responsible citizens are armed to prevent excesses on the part of the government, but the government is strong enough to control the irresponsible and criminal elements present in any society. We're still working on that here in the U.S.
