If you save from Pages to .doc format, does your page numbering scheme
survive when Word opens the file?

A handy tip for sure, I'll try it, but it won't help the person that's
actually having trouble with this one - they're on a Windows machine,
and only have Word. I'm bashig away at it to see if I can get it to work
here. FWIW, Word seems to make the same mess of things with both Mac and
Windows versions of Word.

I went to the MS website, and found the 'How to...' on this, and it
simpy says...

"You can number each section in a document independently."

Use LaTeX and submit a PDF version. Fancy page numbering is
straightforward using LaTeX. If it's possible to explain what the page
numbering scheme is (assuming something approxmiately sane), you can
implement it using TeX.
